Commissioning Supervisor
1. Scope of Responsibilities
Accountable for pre-commissioning and commissioning preparation and execution work. Ensure safe practices and processes are in place and complied with.
2. Primary Duties
Ensures that all commissioning activities are completed in a safe, efficient and cost effective manner.
Provides day to day support to Commissioning Engineer/Commissioning Coordinator.
Setting up technical teams and monitoring progress to schedule.
Confirms/arranges suitable PPE is available to all personnel under him.
Arranges PTW, Tool Box talks are completed in line with HSE requirements prior to work start-up.
Be continually present on the field to guarantee the quality and progress of the work.
Ability to lead a team of technicians/operators/ sub-contractor and safely execute the work.
Analyse team performance against schedule and report/advise any changes required to maintain progress to line management.
Monitor availability of personnel to complete planned workloads.
Liaise with other disciplines to ensure work fronts are available as required.
Ensure transport is available for site teams.
Look at initiatives to improve the work within pre-commissioning and commissioning.
Prepare all testing dossiers along with proper document to safely execute the work (Drawings, procedures, etc…)
Keep technically updated through the study of related technical literature including procedures and guidelines.
Ensure correct tool packages are available along with detailed comprehensive commissioning procedures for individual jobs.
Review spares, spare usage against plan.
Investigate causes of defective operation of systems and equipment including interfaces to other systems and suggest modifications to equipment or operational conditions.
Ensure that commissioning procedures are adhered to and complete all necessary documentation to facilitate work and up-date records.
Ensure full compliance to company Fire & safety & Environment procedures/standards in all executed work-tasks and actively contributes to sections HSE.
Identify potential HSSE risks (related to commissioning) and take appropriate steps to mitigate it.
Ensure commissioning area is controlled, all energized systems clearly marked and barricaded off. Access control in place, SIMOPS carefully assessed and controlled.
Give inputs to concern so as to ensure minimum standby time for vendor representative and avoid their revisits.
Accurate interpretation and understanding of P&IDs, process flow diagrams, circuit diagrams and control narratives; no rework or time lost due to incorrect interpretation.
Review spares part usage against plan
Perform any other related duties and responsibilities as and when directed by Supervisor.
2.1 Process:
Ability to assist in performing various activities related to pre-commissioning, commissioning and start-up of process systems such as chemical cleaning, leak testing, catalyst loading, steam blowing, package unit start-up and operation, inerting, plant start-up operation & stabilization.
Ability to inspect all systems for operational readiness.
Ensure LOTO is implemented for both Electrical and Mechanical components as required for the safe Commissioning and Start-Up of systems/plants.
Ensure commissioning area is controlled, all energized systems clearly marked and barricaded off. Access control in place. SIMOPS are carefully assessed and controlled.
Able to assist in preparation of plans and specific method statements including P&ID mark ups for activities related to pre-commissioning, commissioning and start-up of process systems.
Ability to startup and operate plants and guide operators during work execution.
Ability to ensure stable plant/unit operations and monitor flow, level, temperature, pressure, etc. to ensure that plant/unit operates normally without trips/shutdown.
Ability to assist in DCS operations such as alarm trips, logic, interlocks, permissive, overrides etc.
Take part of plant start-up and operations.
2.2 Mechanical:
Ability to execute mechanical commissioning activities and guide Technicians during work execution
Ability to monitor and maintain rotating equipment in healthy condition (vibration, lubrication level, mechanical seal, gland packing, bearings, etc.).
Ability to prepare rotating equipment for first start-up and ensure readiness for operation (removal of shipping locks, lubricating oil, alignment, packing installation, greasing, strainers installation, etc.).
Ability to guide in preservation and maintenance of rotating equipment after equipment commissioning and start-up.
Ability to assist in performing various activities related to rotating equipment likes lube oil flushing, alignment, lubrication, vibration checks, start-up etc.
Ability to assist in performing various activities related to static equipment likes proper installation of internals inside the vessels as per drawing & specifications.
Ability to assist in performing various activities such as mechanical interlock, pipeline pigging activities, spring support hot & cold setting, overhead crane functional and load testing, etc.
Ability to assist in performing air blowing, flushing, leak testing, flange management, drying & inerting of various piping.
Ability of application of appropriate codes and standards for valve testing/repairs such as: API, ASME, NBBI, ISO, BS, ANSI etc.
2.3 Electrical:
Provides day to day support to Field commissioning team during SAT, energisation and functional testing activities.
Prepare all testing dossiers along with proper document to safely execute the work. (Drawings, procedures, single line diagram, schematic logic diagram, etc…)
Ability to work on SMCC, MCC, SCADA systems, transformers , switchgear, motors, heater testing
Ensure that all commission activities are completed in a safe, efficient and cost effective manner.
Liaise with other department to ensure work fronts are available as required.
Ability to organize and run large team of technician/ sub-contractor
Ability to execute electrical commissioning activates and guides Technicians during work execution.
Ensures correct tool packages are available along with detailed comprehensive commission procedures for individual job.
Ensure electrical testing procedure are strictly followed by the Technician and sub-contractor and record test on testing sheet report
Trouble shooting and problems resolving.
Confirms/ arrange suitable PPE is available to all personnel under his responsibility
Review spares part usage against plan
Monitor availability of personnel to complete planned workload
2.4 Instruments:
Provides day to day support to Field commissioning team during SAT/ Loop testing and functional testing activities.
Prepare all testing dossiers along with proper document to safely execute the work (Drawings, control narratives, Cause and effect etc…)
Ability to execute SAT/ Loop / functional test and guide Technicians during work execution.
Ability to work on control system such as advance process control (APC), distributed control system (DCS), Programmable logic controllers ( PLC’s), Emergency Shut Down system ( ESD).
Familiar with control strategy and control theory (PI/PID/Cascade/Split range control/ alarm managements/ etc…)
Ensures correct tool packages are available along with detailed comprehensive commission procedures for individual job.
Ability to organize and run large team of technician/ sub-contractor
Ability to execute SAT/ Loop / functional test and guide Technicians during work execution.
Ensure instrument testing procedure is strictly followed by the Technician and sub-contractor and record test on testing sheet report.
Confirms/ arrange suitable PPE is available to all personnel under his responsibility
Ensure that all commission activities are completed in a safe, efficient and cost effective manner.
Liaise with other department to ensure work fronts are available as required.

3. Minimum Requirement
Engineering Degree or Diploma with minimum 8 years’ experience in Oil & Gas Industry.
